FEHD Foreman sentenced for breaching POBO by accepting unauthorised loan of $60,000 from subordinate

On August 15, Lai Tak-sum, a 56-year-old Foreman from the Food and Environmental Hygiene Department (FEHD), was sentenced to four months’ imprisonment, suspended for three years, by the Eastern Magistrates’ Courts. Lai was found guilty of accepting a $60,000 unauthorized loan from a subordinate, breaching the Prevention of Bribery Ordinance (POBO). The court noted Lai’s failure to seek necessary permissions before accepting the loan. The case stemmed from a corruption complaint, and the ICAC investigation confirmed that Lai did not comply with the “Acceptance of Advantages (Chief Executive Permission) Notice.” The FEHD cooperated fully with the ICAC during the investigation.
