Woman charged by ICAC gets 24 months’ jail for $530,000 fraud over SWD’s traffic accident assistance payments and insurance claims

Chong Siu-fong, a 41-year-old beauty consultant, has been sentenced to 24 months in prison by the Eastern Magistrates’ Court for defrauding the Social Welfare Department (SWD) and three insurance companies out of approximately $530,000. Chong, who admitted to charges of fraud and conspiracy to defraud, was found guilty of submitting false claims for Traffic Accident Victim Assistance (TAVA) and insurance compensation between July 2020 and September 2022. She falsely claimed injuries from traffic accidents, leading to two TAVA payments of about $300,000 and over $230,000 in insurance compensation. Chong’s husband, Yeung Ping-wai, faces a fraud charge, with his trial scheduled for September 3. Another co-defendant, Chan Hok-yan, is wanted after failing to attend court. The SWD and insurers cooperated fully with the ICAC during the investigation
