On September 3, the ICAC charged Xu Wenju, a deputy general manager at China Railway 15th Bureau Group Company Limited, and Ng Koon-shing, an operator at Hanki Contractors (Hong Kong), with conspiracy to accept a bribe. They allegedly colluded between July and November 2022, with Xu accepting $2 million from Ng in exchange for helping Hanki secure a subcontract for slope and soil nail works on a Civil Engineering and Development Department project. Xu, who was responsible for overseeing tenders and project management, provided Hanki with advice during the bidding process, but the subcontract was not awarded to them. Both individuals were released on bail and will appear in court on September 5.
