On September 9, the ICAC charged Chen Xianliang, a 62-year-old team leader of carpenters at Hong Kong International Airport’s Three-Runway System Project, with accepting about $54,000 in bribes from 10 imported workers. Chen, employed by Gammon Construction Limited, is accused of soliciting bribes to ensure the workers’ continued employment. The bribes, ranging from $4,800 to $5,400 each, were allegedly solicited in January 2024. Chen faces 10 counts under the Prevention of Bribery Ordinance and will appear in court on September 11. The case emerged from a broader investigation into wage exploitation of imported workers. Gammon and the Development Bureau are cooperating with the ICAC, which continues to educate imported workers about anti-corruption laws.
