On October 22, the ICAC charged Wong Wing-hong, a 49-year-old indigenous inhabitant of Sai Kung, with conspiracy to defraud related to his application for a small house building license. Wong is accused of conspiring with a developer to falsely claim he was the sole owner of land and had not sold his “Ding Right,” which is non-transferable under the New Territories Small House Policy. This deception allegedly led to the approval of his building application, despite having transferred his right to the developer, who constructed the house for Wong, with the developer retaining ownership of most of it. Wong is scheduled to appear in court on October 24.
