Yuen Long small house ‘Ding Rights’ cases: Two applicants charged by ICAC admit conspiracy to defraud Lands Department

The ICAC has charged 11 individuals, including small house developers, village representatives, and applicants, in a conspiracy to defraud the Lands Department for building licenses in Yuen Long. Two small house applicants, Choi Wai-sang and Jimmy Tang, pleaded guilty to conspiracy to defraud, admitting to falsely claiming ownership of land and selling their “Ding Rights” to a developer. The scheme involved multiple individuals purchasing “Ding Rights” from indigenous inhabitants, resulting in the development and sale of small houses at inflated prices. The total value of the project exceeded $1 billion. The case is ongoing, with several other suspects facing charges or awaiting trial.
