California Delays Full Enforcement of Climate Reporting Rules for FY 2025

The California Air Resources Board (CARB) announced it will not penalize companies for incomplete emissions reporting in 2026 if they demonstrate good faith efforts toward compliance. This comes as California delays full enforcement of its climate reporting laws under Senate Bills 253 and 261, requiring large companies to disclose Scope 1, 2, and 3 emissions and climate risks starting in 2026 and 2027, respectively. Businesses may use existing data for FY 2025 reporting until final guidelines are issued in July 2025. The relaxed enforcement provides companies extra time to develop proper reporting systems while preparing for full compliance.
