CSD Assistant Officer charged by ICAC among trio guilty of conspiracy to commit MIPO for conniving at prisoner’s possession and use of mobile phone

Two Assistant Officers of the Correctional Services Department (CSD), a prisoner, and two released prisoners were found guilty on December 17, 2024, of conspiracy to commit misconduct in public office (MIPO) for facilitating the unauthorized possession and use of a mobile phone and the introduction of illicit cigarettes into Tong Fuk Correctional Institution. The case stemmed from an ICAC investigation into corruption complaints, leading to the seizure of unauthorized items, including a mobile phone, SIM card, and cigarettes. The conduct endangered prison security and discipline, as it allowed the prisoner to continue criminal activities. The case is adjourned to March 2025 for mitigation and sentencing, with the defendants remanded in custody.
