The former team manager of the Hong Kong Water Polo Team, Koo Yu-fat, has admitted to committing fraud by falsifying training records to deceive the Hong Kong Sports Institute (HKSI) into releasing over $410,000 in government training allowances. Koo, who also served as the Honorary Secretary of the Water Polo Committee of the Hong Kong China Swimming Association, pleaded guilty to one count of fraud related to the Five-year Development Programme for Team Sports, which required athletes to attend at least 80% of training sessions to qualify for monthly allowances. Between January 2018 and September 2021, Koo submitted false training records, resulting in the release of $412,000 to 33 athletes. Investigations revealed he also requested athletes to return a portion of the allowances, totaling around $360,000. The case has been adjourned for sentencing, with Koo granted bail until then. The ICAC continues to promote integrity in the sports sector through enforcement, prevention, and education initiatives
