On May 15, 2025, the Securities and Futures Commission (SFC) of Hong Kong and the Financial Services Regulatory Authority (FSRA) of Abu Dhabi Global Market (ADGM) signed a Memorandum of Understanding (MoU) to enhance regulatory cooperation in supervising cross-border investment management activities. The agreement, finalized during the International Organization of Securities Commissions’ annual meeting in Doha, aims to establish a framework for consultation, cooperation, and information exchange regarding the oversight of regulated entities in both jurisdictions. Both regulators emphasized that this partnership will improve regulatory practices, promote investor protection, and strengthen the integrity of their financial markets. The MoU also facilitates greater collaboration in investment delegation and fund offerings, particularly through master-feeder structures, enhancing regional market connectivity between Hong Kong and the Middle East.
