On November 13, the ICAC charged Poon Tat-chun, operator of Ocean Crown Enterprise Ltd (OCL), and worker Law Ka-ming with conspiring to defraud a glass facade contractor of over $330,000 by falsifying workers’ attendance records. Poon was also charged with perverting justice for allegedly instructing workers to lie during the ICAC investigation. The scheme, which occurred between February and April 2021, involved overstating workers’ hours to secure overpayments from the contractor. Poon further attempted to obstruct the investigation by pressuring workers to provide false testimony. The duo was released on bail and will appear in court on November 15.
