Yuen Long small house ‘Ding Rights’ cases: Two applicants charged by ICAC with conspiracy to defraud Lands Department each jailed for one year

Two small house applicants, Choi Wai-sang and Jimmy Tang Kiu-chin, were sentenced to one-year imprisonment after pleading guilty to conspiracy to defraud the Lands Department by illegally selling their “Ding Rights” for a small house development project in Yuen Long. The ICAC investigation revealed a large-scale scheme involving the sale of “Ding Rights” by indigenous inhabitants to a developer, resulting in over $1 billion in property sales. Several other individuals, including the project’s operator and a village representative, face related charges, with trials scheduled for early 2025. The Lands Department cooperated fully with the investigation.
