Enhanced market surveillance for policy holder protection

On June 15, 2025, Maria Tsui, Head of Enforcement at the Insurance Authority (IA), addressed concerns regarding unlicensed insurance marketing activities in Tsim Sha Tsui, particularly during the busy Golden Week. The IA conducted surveillance to ensure that salespersons were properly licensed and adhering to regulatory standards. They employed mystery shoppers to interact with these salespeople and gather vital information, which has led to follow-ups with insurers to address any compliance issues. To enhance policyholder protection, the IA is building surveillance capabilities, including on-site monitoring and digital intelligence gathering, to proactively identify misconduct.
