Risk management experts examine the strategic role of captive in supporting enterprises to seize Belt and Road opportunities

On September 10, 2025, the Insurance Authority (IA) hosted a thematic breakout session at the Belt and Road Summit, focusing on the role of captive insurance as a specialized risk management tool for Belt and Road projects. The session highlighted Hong Kong’s efforts to establish itself as a leading captive domicile to support participants in the initiative. Clement Lau, Executive Director of Policy and Legislation at the IA, emphasized the complex risks associated with the Belt and Road Initiative and the importance of innovative risk management strategies, such as captives. Two CEOs of Hong Kong-domiciled captive insurers shared their experiences in setting up captives and how these entities have enabled their companies to navigate complex risk landscapes. The panel also discussed Hong Kong’s potential as a captive hub, the IA’s supportive measures for captive development, and future prospects for the captive market in the region.
