Wong Wing-hong, a small house applicant in Sai Kung, pleaded guilty to conspiracy to defraud the Lands Department regarding his “Ding Right.” He admitted to collaborating with a developer to mislead the department into granting him a building license for a small house by making false representations about his ownership of the land and his intentions concerning the “Ding Right.” The case was adjourned for sentencing, with Wong remanded in custody pending a background report.
