SFC sets out new roadmap to develop Hong Kong as a global virtual asset hub

The Securities and Futures Commission (SFC) has unveiled a comprehensive roadmap to position Hong Kong as a global hub for virtual assets (VAs), featuring 12 key initiatives under the “ASPIRe” framework—Access, Safeguards, Products, Infrastructure, and Relationships. This roadmap aims to enhance security, promote innovation, and facilitate growth in the VA market by streamlining access to global liquidity, developing new regulatory frameworks for VA services, and expanding product offerings. Additional measures include optimizing operational requirements for trading platforms, combating illicit activities, and focusing on investor education and stakeholder engagement. Dr. Eric Yip, the SFC’s Executive Director of Intermediaries, emphasized that this roadmap is a dynamic plan designed to adapt to the evolving challenges of the VA market while ensuring investor protection and sustainable liquidity. The SFC has also engaged in dialogue with licensed virtual asset trading platforms to foster collaboration and progress.
