HKMA launches public consultation on Phase 2A prototype of Hong Kong Taxonomy for Sustainable Finance

On September 8, 2025, the Hong Kong Monetary Authority (HKMA) launched a public consultation on the Phase 2A prototype of the Hong Kong Taxonomy for Sustainable Finance. This taxonomy is designed to promote informed decision-making in green and sustainable finance by providing clear definitions of what constitutes green activities, thereby addressing concerns about greenwashing and facilitating capital flows. Building on Phase 1 released in May 2024, the Phase 2A prototype introduces key enhancements, including the addition of two new sectors (manufacturing and information and communications technology), 13 new economic activities, and transition elements with interim decarbonisation targets. It also introduces a new environmental objective focused on climate change adaptation. The consultation will run until October 8, 2025, and interested parties can submit their feedback via the HKMA website.
