Fugitive ramp-and-dump core suspect arrested in Singapore and surrendered to Hong Kong to face securities fraud charge

The Securities and Futures Commission (SFC) of Hong Kong has charged Ms. Chan Sin Ying, a 33-year-old resident, with conspiracy to commit fraud in a ramp-and-dump scheme involving Wan Cheng Metal Packaging Company shares. Chan was arrested in Singapore after fleeing Hong Kong following an SFC operation in November 2022. She was surrendered to Hong Kong on October 6, 2024, where her bail application was denied. This case marks the SFC’s first use of an INTERPOL Red Notice to track a fugitive for violations of the Securities and Futures Ordinance. The SFC remains committed to combating financial crimes and ensuring market integrity.
