Company proprietor charged by ICAC gets 22 months’ jail for $3.1m SME guaranteed loan fraud

Arri Wong Ka-nam, the 55-year-old proprietor of 24 Hr Locksmith, was sentenced to 22 months in prison for defrauding a bank to secure a $3.1 million loan under the Special 100% Loan Guarantee scheme. He pleaded guilty to conspiracy to defraud after submitting false Mandatory Provident Fund (MPF) statements that falsely indicated contributions for his employees. The court considered the seriousness of the fraud and initially set a 36-month sentence, later reducing it due to Wong’s guilty plea. The investigation, prompted by a corruption complaint, revealed that Wong’s company had never made MPF contributions.
