Anti-Scam Consumer Protection Charter 3.0
On July 9, 2025, the Hong Kong Monetary Authority (HKMA), Securities and Futures Commission (SFC), Insurance Authority (IA), and Mandatory Provident Fund Schemes Authority (MPFA) launched the Anti-Scam Consumer Protection Charter 3.0. This initiative, supported by various industry and law enforcement organizations, enhances anti-scam measures by establishing a collaborative framework among financial regulators, technology firms, and telecommunications companies. Building on previous charters from 2023 and 2024, Charter 3.0 introduces six key principles aimed at improving the reporting of suspected fraud, verifying advertisers, enforcing service terms, and promoting public education. During the launch, leaders emphasized the importance of a united front against financial fraud, with a focus on safeguarding the public and enhancing awareness of scams.
