The Securities and Futures Commission (SFC) has suspended Mr. Chow Tsz Lam, a former responsible officer (RO) of the now-dissolved Agg. Asset Management Limited, for 12 months due to fund management failures. The suspension, effective from September 2, 2025, stems from Agg’s investment practices, which involved placing up to 100% of a Cayman-incorporated fund’s assets in debentures issued by companies controlled by Mr. Ng Ka Shun, the sole shareholder and another RO of Agg. This practice led to conflicts of interest and risks that were not properly managed. The SFC’s investigation revealed that Chow failed to fulfill his responsibilities to act in the best interests of the fund and its investors.
