Choy Wai-hong, a former manager of Sparkle Environmental Services and contractor for the Food and Environmental Hygiene Department, has admitted to defrauding three cleaning workers out of over $38,000. Between August 2020 and July 2022, Choy falsely claimed that the workers were casual employees with lower pay rates and persuaded them to return a portion of their wages. He has pleaded guilty to three counts of fraud and will be required to compensate the workers for the full amount stolen. The case has been adjourned for sentencing, with Choy remanded in custody.
