Exchange Publishes Conclusions on Further Paperless Listing Reforms

The Stock Exchange of Hong Kong Limited (HKEX) has published its consultation conclusions on expanding the paperless listing regime, adopting all proposed reforms with minor modifications after receiving broad support. The new rules will allow issuers to utilize digital communication and payment technologies, enhancing operational efficiency and sustainability. Key changes include providing electronic options for securities holders to send instructions, receive corporate action proceeds, and pay subscription fees. Additionally, the availability of Mixed Media Offers will be removed, and issuers will need to enable hybrid meetings with electronic voting. The reforms aim to ease compliance through transitional arrangements, with implementation timelines set to accommodate issuers’ needs.
